Presidents come and go. The State Department never changes.
These massive entrenched bureaucracies do not change to the ideology of a new president. Their ability to resist change and reform is impressive in a not good way. Since they are inherently leftist in nature, it only reflects poorly on right leaning executives.
The president doesn’t have the power to massively sweep out these entrenched bureaucrats. It seems like he does, but the reality is he does not.
