This will affect almost no seacoast infrastructure within its useful lifetime.
Everything is an “estimate”. No sensor system, especially a space based sensor, has the ability to measure such differences. None. This is my area of expertise. I design and build these systems and there are none that are that accurate. Everything you are reading has the word “estimate” embedded in the papers.
