See the “405” number in the link above? There’s a similar unique number embedded in every thread. In this case, here’s the embedded link for the “broken” “Referee” thread:

Then, “Preview”. Previewing makes the link clickable. Click on the link you’ve created, and it brings up a blank comment box IN THE BROKEN THREAD! Then, you can address it to anybody and make a comment. Doing it this way starts up the broken thread Comments at Comment #2.
