Your first questions make sense. You need a condition of war to execute the Laws of War. Only then do we go beyond “Who’s on First.” Attempting to execute the Laws of War in a situation where it isn’t obvious that there is war only divides the citizenry and the military, making it impossible for them to accept the situation and act upon it.
Right now, we have no conditions that would permit the military to take over. The election mess is not sufficient. Open warfare or a foreign occupying force within DC would be sufficient.

Publius, I can’t remember if you said you have read Patel Patriot’s Devolution series or not. If you have not, would you consider doing so? His series gives ample evidence for the use of the military in my non-scholarly understanding, I have read all of his articles.

And here is a link to Majic Eyes Qnly, Law of War series. Some of the videos explains the Law of War manual from 2015 and how it relates to current events, and why it provides for military intervention. I haven’t seen all his videos by any means, just some.

I've read every word of the Devolution series.

The problem is that you would need an overwhelming desire on the part of the people to remove the current government. With half the people still believing every word uttered by the Mainstream Media, you have this massive blockage that prevents action. You would need the MSM to throw in the towel and finally report the truth.

The closest thing we have to that is the realization that Biden can no longer play his role, his VP is useless, and that his party is headed for defeat and splintering this fall. That can easily be addressed by a paper shortage and total reliance on (easily hacked) electronic means. The enemy still has cards to play.
