It is a local pilot who was in charge of the ship, not the captain or the company.
They come out from Lynnhaven River in VA Beach on the way in, and are placed on board when they leave the pier and get off at Lynnhaven River on the way out.

It is a local pilot who was in charge of the ship, not the captain or the company. I wonder if the ship gave them incorrect information about the draft of the ship. Could be it was over-laden, and they lied about it, and the draft, which caused the pilot to ground it.
