Good list there. It should be permanently placed on a wall in the White House. It’s a real shame Powell didn’t follow his own rules during the run-up to Bush II’s disastrous invasion of Iraq.
Re: 71 - Agreed on Powell’s failure, a point that he himself acknowledged after the fact. Late, but I believe he knew it was a mistake.
