I am dubious to the actual cost of the damage... Permanent ink generally can be removed as long as the surface isn’t too porous... If the Court had any sort of reasonable finish on it, it should be able to be removed without spending 10k.

10k would be, my guess, the cost of completely refinishing the entire floor.

The politicians pocket $ 9999.00 of the 10 thousand is why it is so high. The actual clean up cost would be under 10 dollars.
