Only because the legislature had enough votes to override the veto. He’d been trying to kill the bill in congress and almost succeeded when he had an ally use a parliamentarian maneuver to get the bill kicked. So the state congress gutted another bill and replaced it with the gun legislation and passed it again.

(That’s a fuzzy summary from memory and may not be 100% accurate - but close enough for government work)
