B4 SES the highest pay grade for non-appointed guberment employees was Grade 15.

SES positions allowed the big wigs to break all the ceilings for pay, vacation and other goodies, this is how they exceeded General Schedule limits.

Not saying there are other sinister things afoot in the SES but on the surface ITS ABOUT THE MONEY, OH YEAH

Then when they um Retire they come right back in Service with A CONTRACTOR GIG, OHHHH YEAHHHHH
