Tucson, Arizona has to be a top competitor. The Sonoran cuisine provides some of the best Mexican food around and is spicier than most of the other Mexican states. Tex-Mex is the bastard child of gravy and tomato paste and is horrible.
Phoenix has El Barrio Cafe and the menu there is based on the best recipes from all of Mexico and is top notch.
