The program actually began as a Bio Threat Reduction blueprint (as part of the greater NBC Threat Reduction program), while Reagan was still CiC and gamed out at the Pentagon.
By 1985, we were confident the CCCP was going into “Cacoon” (CIS), because of Reagans draconian finance order blocking any and all Banks, Creditors, Corporations, and NGO’s from doing business in the US - if they were doing business with the CCCP.
Gorbachev knew the trainwreck was coming, as CCCP owed near $4.5 Trillion dollars to Western banking institutions, such as the Fed, IMF, IBST, London Club, and Paris Club of bankers, and CCCP wouldn’t be able to reschedule debt, or acquire new debt.
We could see the total wipe out of CCCP internally, so the Pentagon began gaming out/blueprinting plans to try and make sure the brain trust of CCCP wouldn’t go to Beijing, Pyongyang, Tehran, etc., after a collapse, or forced transition from CCCP to another entity (we now know of as CIS)
As part of this PLAN, budgeted money was to be used to buffer the paychecks for predominamtly Russian and Ukrainian Bio/Chem/Nuke scientists.
