Flash knows that those commercial skates will withstand his SUPER SPEED as he skates WIDDERSHINS about the track!
These are special alien-made skates. Also the twist in the story [SPOILER ALERT!] is that Kate Krasher was purposefully going the WRONG way to trick the Flash into speeding up the explosion when he tried to counteract the skating effect. He realized his error almost too late, and the Earth and Central City remain intact.
