What “erratic”? He is perfectly in step with his statements from Munich 2007, and has given clear concise descriptions of what he needs... in writing. The requests are all pretty reasonable.
He has met all deadlines, been clear, waited for responses. And then he backed up his words. He never mislead anybody even slightly.
I guess that kind of consistency and straightforwardness must seem extremely “erratic” to DC.
