Its probably a little of both. One thing it is also is an indication that the best thing Putin could do right now is to exit in a peaceful transition of power while securing a good retirement with lots of bodyguards.

There’s no retirement for Putin anymore. He’ll be arrested if he leaves Russia, and if he loses power, his successor will face a immense pressure to turn him over for prosecution. Not to mention all the people who would want him prosecuted domestically for his crimes at home in Russia. Holding on to power is the only option for him, short of suicide.
