It is. It was that way where I used to work.
Sadly, there are a small few that are trapped and very much appreciate the cops, even if they don’t say it publicly. Those are the ones that call the cops from their homes, rarely give their names, but will provide some really good information.
Hard part would be to separate them from the ones you’re talking about and put them up in one section of the city, making it safe and giving them opportunity.
The others get relegated to the areas where there are no cops, just big T-Walls and controlled access.

When low income housing is mandated in safer areas, give them priority over the bums on the dole.
