Russia’s terms, as reported by press, are a reasonable starting point: recognition of Russia sovereignty over Crimea and of the breakaway Republics. The idea that Ukraine, as a sovereign nation, cannot negotiate with EU or NATO is insulting. But, a short delay such as three years, can be accepted. Russia should accept financial responsibility, which can be paid via a tariff on its sales of oil and gas to Europe. In return, Europe can guarantee access to its market for Russian oil and gas. Plus, the Arctic Powers can agree to divide up the economic zone so as to be fair to Russia.
