I never realized the Chernobyl plant kept running after the disaster in 1986. I thought that whole area was off limits to people for any length of time.

Ukraine cannot perform “urgent repairs”, since Russia has taken over Chernobyl, and probably has no intention of allowing Ukrainian Deep State operatives anywhere on the site. Any “repairs” those operatives would perform would be highly suspect.
