Who didn’t? It was only 2002 20 years ago. The liberals were doing this at least back in Bill Clintoon’s time of 1993 and the teacher’s unions were actively saying parents cannot teach children in the 1960’s. By the 1970’s, teachers credentials started including Master’s degrees and a two year teaching certificate to bolster that position.
I was referring more to the transgender and sexual identity part, but yes I get your point it has been growing for a long time. It is incrementalism...progressivism.
