To be honest, this pre-dates the Soviets by any number of years. During Alexander’s campaigns, he conquered one polity after another. He committed numerous atrocities against the cities that chose to resist by fighting behind city walls instead of surrendering or facing him in the open on the battlefield - slaughtering the men and selling the women and children into slavery:

At every stage in his campaigns, his armies incorporated the people from the defeated kingdoms. It got to the point that he killed one of his closest aides, Cleitus, who was incensed over his use of Persian recruits.

The Brits conquered the Indian kingdoms, then incorporated their manpower into their armies. While 90%, the UK’s WWI casualties consisted of Brits, almost 10% were Indians.

Similarly, Genghis Khan’s armies incorporated a real polyglot mix of conquered peoples. In his vision, all men under Tengri would be Mongol. And his troops increasingly incorporated non-Mongols as his original force from Mongolia proper was whittled down through death, injury or old age. It got to the point that one of the alleged distant offshoots of his invading armies, Boris Godunov, became the Tsar of Russia.
