He seems to be referring to “five cops” killed and over a hundred injured during an attack on the British Parliament.

Is he lying about this?

His comment was so garbled - combining references to several different events into one jumbled sentence. Like you, I don’t know if there was such an attack on the British parliament, or if he just misspoke, or what.
