Just watched the video. He gets out of his vehicle, yells through the window, then reaches into the car, at which point he is shot. I would have shot him too.

It's hard to tell from the video if the shots were after he withdrew his arm, or if he withdrew his arm because he was shot. The video was edited, so its impossible to tell if the audio/video sync is correct.
But yeah, you are correct. If he did withdraw his arm when he saw the firearm, then I would not have shot.
Judging solely by the interview with his friend/employer, I suspect that he was shot when his arm was still inside the car. "Scott made mistakes. He did. He wasn't perfect by any means."
It looks like he was already shot before he stepped back. That would be game-over right there, with a Darwin prize award to the winner.
It is the second shot after he stepped back that is questionable.
