Big difference is that Turkey always claimed Cyprus but Russia has never claimed and does not claim Ukraine, only the Russian territories given to Ukraine in 1954 against Russia’s will.
They seem to be claiming a part of Ukraine in the Donbass, just as Turkey claimed the Turkish speaking parks of Cyprus.
And Erdogan constantly threatens to annex Northern Cyprus into Turkey. Putin’s actions may action enbolden him to do so.
