Drop of olive oil. Capsacin (the hot stuff) is soluble in oil but not in water. Using water makes matters worse.

milk.. because capsaicin is a fat-soluble compound; in other words, it gets broken down by dairy ..soak a paper towel in milk, lie down on your back, and place it over your eye.
