“If graphene oxide is activated by electromagnetic frequencies, what effect would an EMP caused by the detonation of a nuclear device over the United States have?”

Ransomnote, if an EMP was caused by a nuclear detonation in our atmosphere would the bodies of the vaxxed explode or vaporize?

Neither! But BBQ sauce and spices would be good to have around.

Try not to confuse nuclear generated EMP (electro magnetic pulse) with EMF (electro magnetic force)

EMP is designed to not due much physical damage but rather confuse electric/electronic systems. Other than a flash of light you might not know it happened until your toaster quits.

EMF is usually very low power level, at near microwave frequencies, and you wont know there’s a problem until your brain tumor gets big enough to bother-—if you don’t keep your 5G phone away from your skull.
