The reason the Canadian .gov is such a royal prick about this is that they, as in Trudeau, gets a “rebate” or kick back from Moderna and Pfizer. He bought 9.5 times the total population of Canada which is 38-39 million X 9.5.

Canada owns the license on the lipid envelope that delivers the mRNA package. It was discovered by UBC then licensed to Moderna & Pfizer thru 2 intermediaries.
