I see this as a ploy to strengthen Ontario’s negotiating position. Even after the charges and license pulls are levied, they could be rescinded if a deal is cut. Once the charges are levied, if say 1/3 of the truckers remain, there are no more cudgels to use, but the rescission of the penalties can be used as a bargaining chip. Canada doesn’t really want to lose hundreds of truckers. They won’t collect the full amount on the fines, either, and there is no room in the jails for all of the truckers.

The more truckers stay (easy for me to say) the stronger their position.

If the Canadian government uses force against these truckers it will be the Canadian version of Tiananmen Square. They won't survive the optics, and it will be the end for liberal elitism.
