While SCOTUS has ruled that the child of two citizen parents was definitely a natural born citizen, they have not ruled that only the child of two citizen parents is a natural born citizen.

So far, Obama was the only President born of one citizen parent and one foreign parent, (rumors of Chester A. Arthur aside).

There has never been a President born to no citizen parents.
