Non sequitur. Ukrainians with Russian passports were to vote in RUSSIAN elections, as I had mentioned previously.

As a corollary to that, I call your attention to the following comment from Atlantic Council, dated 13 August 2020: “For obvious reasons, local elections cannot take place in the RUSSIAN-OCCUPIED (emphasis is mine) parts of eastern Ukraine. Moscow continues to call for a vote in the KREMLIN-CONTROLLED (emphasis is mine) areas of the Donbas region prior to de-occupation, but Kyiv has sensibly ruled out any elections until UKRAINIAN CONTROL (again, emphasis is mine) is reestablished.”
Now, the “frontline” areas — meaning those areas that are within the “fluid” or “evolving” areas between opposing Ukrainian and Russian forces — would fall under the MCA. And, while perhaps not ideal, it is intended to restrict — or at least limit — Russian involvement in the electoral processes of those areas.
DPR and LPR seceded from Ukraine, with Russian encouragement and support. DPR and LPR have elected their own “governments” and declared comity with Russia. No international body recognizes or accepts this as legitimate (though, of course, Russia does).
I assume you applaud Russia’s forceful annexation of Ukrainian Crimea in 2014. Again, no international body recognizes or accepts that annexation.

BTW, Minsk agreements say that the elections are prior to Ukrainian control of the area, with proper international monitoring.
And no, the Ukrainain-controlled areas of Donbas aren’t allowed to vote in the Ukrainian elections. Nor would be allowed the residence of Donbas for the “interim period” upon the return of control, according to the Ukrainian plan.
