No, a parliamentary system just means that the de facto chief executive is elected by (probably also from) the legislature. They can also remove him by a "No confidence" vote, generally triggering a national election.

There's also typically a de jure chief of state. In the UK, that's the queen. In Germany, though, there's an elected president whose job is mostly ceremonial.
