Do you not understand the difference between regulations and laws? When you’re arrested, it is for violating a law, not a regulation.
I would assume if a person was a Federal employee, broke a Federal regulation which lead to the death of thousands, then maybe the law covering negligent homicide may apply. But I’m not a lawyer…..
