I lived in NH at one time. Their zoning rules were practically non existent. I used to have to go to the meetings because I was involved with extending utility plant through new areas.
When there were meetings on projects, the people speaking would talk as if everyone knew the issues.
It was like opening a 500 page book to page 300 and start reading. My guess is that if the author had looked into it just a little…they could identify the issue.
