Decisions to end can be reversed. There have been innumerable commitments in Canada to end things eventually. Some of these have even had future time stamps. This one has a future time stamp that will be hard to back down on, but a chunk of my ancestors were from Missouri, and on this one I’ve been burned enough that you will need to “Show Me.”
One can imply all sorts of things by twisting grammar. Sometimes that is ok. I don’t think that is the case here.
