Terrorism is defined as the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims.

Civil disobedience is defined as a peaceful form of political protest with no intent of creating intimidation or physical harm.

Civil disobedience is a peaceful protest trying for a message. The act of trying to block off the city’s working by cutting off the movement of business and citizen personal needs, is an intimidation to force someone, in this case law enforcement, to take an action. It can be considered a terrorist act. And the government has considered that and by using forcible means to stop the act it did consider it a terrorist act and has taken enforcement action against it.

Peaceable protest does not require swat teams to stop it. So the truckers shouldn’t give the government the availability of a reason to step in. And it means the truckers are no longer interested in protest, but terrorism. And it identifies that they either didn’t know what they were going to do when they arrived or planned the act to intimidate people when they did. And that is direct terrorism. They should have parked outside the city. Their message would have been announced and they would not have placed themselves, or citizens of the city, in the face of restriction and harm.
