Close, but it asks if you have had sex with another man since 1977 (purportedly year "0" for HIV in the U.S.) So, it wasn't technically a "blanket ban" of gay men.
Thankfully (for now,) blood centers are allowed to be more restrictive about who they will allow to donate blood, but cannot be less restrictive than the FDA allows. The major blood collection center in my Texas city still includes the original question about EVER having sex with another man since 1977. I'm sure these policies will soon not be allowed.
