I would guess the average person won’t be paying close enough attention to react by that 2/18 date. For an amount of this size (Nine Million Dollars!) that cut off date should be 5/18.
Many who donate automatically assume the party of interest will receive their donation.

There shouldn’t be a cutoff date at all. The money should just automatically be refunded. Anything else I’d consider theft
