Yeah, it's literally the first thing that's determined about a person, if that matters. Once cell division begins, either a male or female chromosome is copied to every cell of the body. It can't be changed from that point on.

After he’s gone through the puberty surge it doesn’t make much difference how much testosterone is suppressed...the dude has the upper body strength, larger lung capacity, and all the other things that make him a male. End of issue. (Unless, of course, you have attended and/or currently attend college. In that case you’ll buy anything that’s handed you.)
