Turkey accuses Greek border officials of forcing the group back across the border, resulting in their deaths.
Greece fiercely denies that claim.
The two Mediterranean nations have frequently clashed over the fate of migrants crossing their shared land and sea borders.
Turkish officials said nine bodies were discovered on Wednesday morning, prompting a search which found two more.
Another person was found with frostbite and later died in hospital.
Greece has been accused of so-called "pushbacks" - of forcibly turning migrants back to Turkey - which would be illegal under international human rights law.

Nobody owes enemy combatant invaders access to their country.
If they want to take the risk of invading, don’t complain when it comes back to bite you.
I remember being turned back at the Greece border myself back in the early 90’s! I had a rental car out of Istanbul. I got my American passport stamped by the Turks. Got to the Greeks and they said - Rental Car? I said Yes. They said, No entry. I said Ok and turned around back to Turkey. It was a very, very short visit to Greece!
