Ottawa is in Ontario. Quebec is across the river. Quebec saying they will fine supporters of the protest is like California threatening to fine people in Oregon or Arizona. They can try to fine their own residents, but can pound sand for those outside their borders.

It is Nova Scotia, and they really did ban gathering to support the convoy using the pretext of their COVID-19 emergency powers from March 2020.
