Solar cycles which occur about every 11 years can vary slightly in length, so did they just divide 9,200 by 11? I don’t think anyone was recording sunspot activity back then to know if we were at solar minimum or maximum.

Yes, extrapolating back like the for the relatively short period of a solar cycle sounds really amateurish...IF that is what they did.
