I think the reason is obvious: cruisers don't like the odds of booking a balcony suite and then getting quarantined into an inside windowless cabin (or a room with a porthole if you're lucky), with no rebate for the room change.

It is very selfish for people to refuse to go on cruises—all citizens should practice for the future concentration camps!
