Could someone please explain to me what it means when someone says “this is unacceptable“? To have that power, shouldn’t they have some kind of veto power? If they don’t accept something, what are their options? If they don’t have veto power, who cares what they find acceptable?

In general, it means that they will hold their breath until they turn blue, unless they get a lollypop.

Most {not all} people that use the 'unacceptable' term have no logical explanation to what is 'acceptable'.
