I agree yes, it’s ultimately the authorities responsibility. They should be aware of Peters Principle and that the first people arriving on a ]n accident scene would likely not be the brightest crayons in the box.

The woman trying to pet the monkeys who were just in a truck accident is akin to the people you read about who cross over fences at a Zoo in order to pet the big kitty cat who devours their arm or people in Yellowstone National Park who approach a wild buffalo with a calf to get a close up picture and are surprised when the buffalo attacks and throws them around like a rag doll....

It’s the responsibility of the USDA to ensure the animals are secured safely and humanely while in transport. Maybe this will be a step on the road to beefing up enforcement of quarantine regulations (not that they should be experimented on in the first place).
