Block a few key bridges in DC and you have the same effect.
Note, some bridges are not easily noticeable while driving on the road because they only cross small gullies/ravines. You can recognize them when the road shifts from asphalt to concrete and there are expansion joints.
DC bus drivers went on strike once in the 90s and parked a bus across the Key Bridge. With just that one blockage, morning commutes increased several hours.
Bolivians have balls.
I’ve spent a good amount of time in La Paz. The ruling elite and wealthy are few and live in communities protected by 16’ walls. The poor are ubiquitous and there really is no middle class. As intimidating as the federales might be, I can see how the elite would be very fearful - and cautious to tread lightly.
