I, also, am not clear on the ramifications, but it is an interesting legal line of attack against leftist bureaucrats.
Where I live, my constitutional sheriff sends his investigators into the bureaucratic morass, arrests them and ultimately sends them to state prison. So far, three are serving time in state prison and two more have fled the state.
