I've seen the same thing in PA. It makes zero sense here since we are the Saudi Arabia of natural gas and have tons of coal as well.

When Fukushima blew up, Angela Merkel shut down all German nukes and fired up her coal burning plants. Most likely some had been mothballed. Given German tech, I am sure they are burning this coal super cleanly. Amazingly enough, much of this coal is shipped in, imported from Appalachia, USA.
We need to retrofit our coal burning plants with this German technology and build more with this German technology. Then we would have a much stronger electric grid to accommodate the EV/Electric vehicle fantasies of the eco-wackos.
Of course, the sad situation is just about all those who are EV boosters believe in global warming. They hate CO2, so want to ban all coal plants. Natural gas too! Which does not put up as much CO2 as coal.
