Doesn’t Hawaii have the same policy? How does he travel there?

The entire country of the USA has the same policies. Unless your restrictions change in the USA, he will not be allowed to play in the USA Open.

“If you are a non-U.S. citizen, non-U.S. immigrant and not fully vaccinated, you will not be allowed to enter the United States. Only limited exceptions apply to the requirement to show proof of vaccination.”

No. Hawaii lets you come in with a negative test if you are not vaccinated. It also recognizes proof of prior infection, and accepts natural immunity.

I just came back from there, and only had to prove I had it, which I did.

I doubt he'll have problems with them. They are strict, but somewhat sane.
