On a couple of movies where I watched directors comments a couple of them have said they added smoking scenes to poke the smoking nazis and dogooders in the eye.
What do you do with Columbo episodes? His cigar habit often provokes a reaction (either of disgust at the habit itself, or for his low grade of cigar from epicurean villains) that plays into the dynamic of his crime solving persona. It is as indispensable as his raincoat and beat-up old Peugeot automobile.
