Anybody who bothers to look up the graduation exams from around the turn of the 1900 century can easily conclude that most of our kids of that era came out with the equivalent of a high school education (or better) today. Some public schools would probably survive because they either currently produce a decent product or would improve it enough to survive if they had no choice.
My granddaughter attends a charter school just down the road from a public school for that reason.
