Correct. If they have not charged anyone at all with insurrection their attempt to disqualify people from Congress based on being part of an insurrection (14th Amendment) will fall flat on its face. So at least one person must be charged with insurrection to get the ball rolling.

Once they have their iunsurrectionist they can do the usual tactics of declaring a target to be associated with the insurrection and therefore not eligible to serve in Congress. That may shave off a few Republicans in the next Congress.
