What does "bubbling" a boat mean?

Bubbling a boat causes the deeper water around the boat to be circulated toward the surface. The deeper water is warmer and by circulating it upward, the water at the surface doesn’t freeze.

This is usually done with a compressor blowing air into something that looks like a garden hose which has a bunch of holes punched in it and this hose lays on the bottom beneath the boat.
